PURPOSE: To provide guidelines for recognition of employees who resign or retire from Trident Technical College, and for hosting other unofficial (non-College sponsored) events for employees, in compliance with applicable federal and state laws governing ethics, public expenditures, and use of State property.
OFFICIAL RECOGNITION FOR EMPLOYEES RETIRING FROM THE COLLEGE
The Human Resources Department staff organizes an annual retirement event and selects retiree gifts on behalf of the College. The Human Resources Department staff coordinate this event with the President's office. The retirement event and retiree gifts are eligible Employee Quality Assurance activities pursuant to TTC Policy 6-15-0 and must comply with applicable South Carolina ethics laws and public expenditure requirements. Event planners may invite Trident Technical College employees and the honored employee's immediate family (spouse and children).
UNOFFICIAL (NON-COLLEGE SPONSORED) ACTIVITIES
Time and Location: Employees may recognize an employee who is leaving the College through retirement or resignation with an activity or drop-in. Participation in unofficial activities must be voluntary and may not interfere with normal College operations. Event planners may invite Trident Technical College employees and the honored employee's immediate family (spouse and children).
Employees may also arrange other social events, including but not limited to showers, birthday, or holiday parties. These unofficial activities must take place:
- during a one-hour lunch break; or
- between 4:00 p.m. and 5:00 p.m.
Funding: Refreshments or other costs associated with unofficial activities may not be funded from state-appropriate funds, grant funds, or other public funds for unofficial activities. The College's Culinary Arts department may not cater to unofficial activities. If College facilities are used, such use must comply with applicable facility use policies and procedures.
Approval: Event planners and employees attending unofficial activities must have prior approval from their supervisors. Supervisory approval is required to ensure appropriate staffing coverage and compliance with College policy. All activities conducted on College property must comply with the South Carolina Ethics Act (S.C. Code Ann. § 8-13-1 et seq.) and other applicable state laws.
